
The problem: People are living longer and drawing Social Security longer. The Baby Boomers are near retirement and may soon drain Social Security funds faster than the younger generation can replace them or George W can "borrow" them. By the time the younger generation reaches retirement age, the funds will be gone.
However, no one has ever counted on Social Security for retirement. That's what employer pension plans are for. And IRA's and 401K investments.
George W's Solution: change Social Security withholding (FICA) to allow individuals to allocate a portion to private investment in the stock market.
Anticipated Result: The Social Security trust fund will diminish even faster due to lack of contributions. Private pension plans relying on the stock market will be eaten up by broker commissions, administration fees, and the historic unreliability of the stock market. That will really fix the Social Security problem.
