State, local and the Federal governments have failed to manage their revenues. So they're going to make up their losses by sales taxes. Sales taxes are RECESSIVE! Rich or poor must pay more for gasoline and food. Recessive taxes only lead to a deeper Depression/Recession. They ultimately have led to Revolt. King George's tax on the Colonies led to the American Revolution. The Stamp Tax led to a revolt.
